I didn't get that issue when having my device. I did notice with Steam, when I tried to install a game that is on my desktop, it would not redownload my game but transfer which made way faster. The only fresh game that I had installed was Contra about 15GB which took 10 mins. You might have to check the lenovo settings for drivers as well as there are two different locations to check for updates. Windows updates and Lenovo UI Driver and updates.

Given the circumstances and fixes you've already attempted, we recommend trying a couple things--first, you can try disabling metered connection (if enabled) in Settings > Network & internet > Select the connected Wi-Fi network, and ensure this setting is toggled off. Next, you could also try to run the internet connection troubleshooter in Settings > Troubleshoot > Other troubleshooters > and Run internet connection troubleshooting. If this doesn't uncover the issue, then try to reset the network. To do so, go into Network & internet again in Settings > Advanced > Network reset, and reset the network.
