• You need an app to get an idea of how to build the sets. But once you know how the pieces work you can build without the app. You can always play (jump with luigi and mario) without the app. The luigi and mario figures are separate from the app

• You don't need the app, as LEGO said, but I highly recommend it. You can't use any of the other sets with out connecting Mario or Luigi to the app and updating him.
