The Mario figure only comes with the LEGO® Super Mario Starter Course. This is an expansion set. Each expansion set has their own figures and features. You'll need the starter course with the Mario figure to use the expansion sets to its full potential. - Samuel, LEGO® Customer Service

If you have the starter pack you can buy these expansion sets to add an extra level to play and make fun courses using the lego mario system. They are not minifigure scale, they have brick built characters instead

The Mario figure is part of the base set and it isn’t just a mini figure. Mario scans the barcodes plays music collects coins and depending on the color of the ground he walks on lives or dies. He also counts down to the end of your time limit so that you can compete for the most coins collected. Unfortunately they have not released any additional hero’s at this time.
