I run the current version of Paint Shop Pro acceptably on mine -- but, and this is important -- if you're doing any serious PS work, you're going to need to stuff more RAM in the thing. The 6 GB the laptop comes with runs out real fast with serious image work, and the included HD isn't much a speed demon either.
You're also dealing with a 1366x768 screen which isn't the greatest, either. My advice is that if you're doing serious PS work, save up for something a lot better.
