• I wouldn’t recommend. This pc has only 4Gb RAM and if you are planning Windows 10, I recommend to upgrade the RAM first

• Yes. You can purchase the Windows 10 Pro upgrade and install it on this computer, once you switch out of Windows 10 S-Mode.
