Find the software you need/want. Check its website for recommended hardware and software requirements. Make an educated judgement. Aside from that sage advice, you can probably do VERY basic video editing (cutting, joining), without getting so frustrated and impatient that you want to cut your throat. Much more than that and you probably need a separate GPU, but again, the software website is your prime go-to on this question.
