Because Microsoft over does it on security questions that are redundant and unnecessary. There is overkill on instructions to the point of confusion and nothing is straightforward and direct. People are not stupid, especially the ones that I know that use computers but this version of Windows does not have to be that complicated...but Microsoft in it's instructions make it very confusing.
