In the "Start" menu: open "Settings" > "Accounts" > "Family & Other" Users. Follow the onscreen instructions to add accounts. Set up a password-protected account as an "Administrator" (as the account type). Next, open "Control Panel" > "Users". Click to "Manage" other accounts. Delete any other named accounts that are "Standard User", or assign passwords (that the kids will not have access to) to those accounts. This should prevent them from getting into the laptop.
