2-in-1 laptops are generally designed one of two ways to claim this title:
Option A could be what's also referred to as a convertible. These laptops feature hinges that enable them to rotate 360 degrees, allowing for the screen to be folded back completely, and now it can be used as a tablet. Option B would be what's also called a detachable. These are laptops that function as a tablet with a stand for varying angles of visibility, but most commonly come with a keyboard that can attach or detach from the tablet so you can choose when to use a laptop or just have a tablet. These devices both will usually support touch and pen input as well.
