The new one is new, the 'open box' link has various states of quality (and pricing), and depends on specific slim 7 at specific store. I bought mine open box, and saved over 300, above teh sale price. I immediately downgraded to Windows 10 home, even though you can buy windows 10 pro for less than $11 now.
