“I'm asking as when I go to run it websites it says with max q game like final fantasy 15 or Witcher 3 may run like at 1-10 fps per but then with the regular they will run perfectly so I do not understand what is going on here.”

The term Max-q just refers to the fact that the GPU doesn't work at the maximum possible power, the rated power of 100w is little less than 115w if maximum possible power for the RTX 3060. But rest assured, you'll never drop below 60 fps on Witcher 3 even with all the settings maxed out at 1080p, just make sure you're plugged in, and using balanced/performance mode.
