Yes, all Windows 10 systems are 64 bit. My refurbished CPU has a 3.6 gig processor. The only complaint it did not come with a wifi card, I purchased a USB wifi adaptor now it's faster than my other CPU with built-in wifi board.

Yes it is. I love mine, it was a great replacement for my 7 year old desktop.
