I would say your power options are set up to do this, in order to prolong battery life. If you click the start button on the bottom left of the task bar, scroll to settings in the list, click on that, choose the system option in settings, you can change various features and how they operate both when plugged in and on battery power.

Please try again later.You Power Management settings are such that when the computer is running on battery, the screen as well as other power draining operations are scaled back to save battery life. You can change this setting.
