Yes. You can take still photos with the webcam and record video. Here is a link to more information about taking photos and recording video with the camera on a Chromebook: https://support.google.com/chromebook/answer/4487486?hl=en
Do not buy this if you need to record and post as it doesn't have the ability to do so. (Coming from someone who has to do this, tried and realized the program doesn't allow it. )
