Unsure about the second m.2 slot but you can use the same windows licence that the laptop is supplied with to activate windows on your new drive. You’ll just need to find the product key, it’ll be on the underside of the laptop or there’s a command line code you can run to locate your product key.

Windows will detect the motherboard as previously being registered with a windows key. Just use a typical windows installation media (USB drive with the install on it) and you're good to go.

You can either clone to a larger SSD or do a clean install with Windows USB flash drive if you go to Microsoft website and use the Windows media creation tool online. Unless you replaced the motherboard, as another reply noted, the Widnows on the new SSD will be activated automatically.
