Yes to all of these questions, for the most part. The time is kept through the internet, so yes. You have to set the device up using the Google Home app, so you will in theory still need to 'set up' Google Assistant. However, once you have your alarms set and weather configured, you can turn the mic off with the switch on the back.

If you choose to mute the mic and not utilize the assistant you can 1) See current weather conditions as your clock face by swiping left on the touch screen. 2) Set alarms and change alarm settings with the touch screen by swiping down, turn off alarm by selecting the corresponding option on the touch screen, and you may snooze the alarm by tapping on top of the device. 3) Currently the only way to set music as your alarm is by using the voice assistant. 4) The alarm will always sync time by utilizing your WiFi network as it is an always on device.
