• UPDATE: I originally answered that this was not possible, but a recent update for the clock was issued and it now does have photo frame capabilities!

• Yes, you are able to use the Lenovo Smart Clock as a digital frame. More information on that can be found here

• No it does not. While the Nest hubs allow you to set both clock faces and photo albums via the Google Home app, this clock does not. Clock faces can only be set on the device itself, and a photo clock face is not an option.
