• Yes, you will need some type of document program that allows for a signature to be input. Adobe Acrobat is one type of such program. There are many others.

• As with many touch screen devices, yes: you need a program or app to do so. There are plenty of options in this regard, with many of PDF programs offering it as a built in feature. Computing had come along such a long way that, today, we have all what we need at our very finger tips.
