Maybe. It runs Windows 10 S which is a restricted version of Windows which should make your Security Officer happy. But that may be too restrictive to the end user. Like the Windows RT in Windows Phone and low end Microsoft Surface "laptop"(also ARM cpu) the RT runs Apps written in Modern and can be downloaded from the Microsoft App store or your company's App store. Programs requiring administrator mode only work if MSFT authorized (like installer programs). And you get an Edge in web access. Web programming like Google Docs, Office365, Quickbooks, Salesforce, etc will all work great.
