• Yes, the USB 3.1 Gen 2 Type-C / Intel Thunderbolt 3 (Power Delivery, DisplayPort), has power delivery capability.

• I don't believe so, It has thunderbolt ports however, it has a separate charge port that is the standard looking Lenovo port.

• I might be wrong, but I don't think so. There are two thunderbolt ports, but the charger plugs into a larger power-specific port (not sure what it is exactly, I don't recognize it as a standard port... looks like a slightly larger USB port, if that helps).
