This works as long as your phone and cell service provider jointly provide the service, you haven't used up your allotment (unlimited is not unlimited), you have sufficient battery power on both, and you are able to receive/make cell calls. Even in a car!

Here's a link to a Microsoft webpage (https://www.microsoft.com/en-us/windows/copilot-plus-pcs?r=1#hmc) with more information in FAQ form to provide details on Copilot+ features. Regarding their function without a Wi-Fi network, this is touched on in the webpage previously linked, but in summary, there is still a high level of functionality to the AI features without internet with processing being able to be made locally, but some functions will need an internet connection to access more resources and expand AI creativity.
