Yes, you can either connect it with a 3.5mm audio cable or via Bluetooth.

You would just need a standard (male to male 3.5mm) audio cable There is an input on the back, near where you connect an optical cable.

As long as it has bluetooth it should!

Your laptop most likely has Bluetooth but that depends on the one you have. and if your PC has an optical cable port it will work. you can also get a Bluetooth adapter for it if there is space on your motherboard.
