“Can the second ice maker be turned off so that you can use the ice tray area for regular freezer space?”

Yes, the freezer icemaker can be turned off. There is a power switch on the icemaker. ^Daphane

It says in the book you can but have not tried that yet.

Yes. I called LG customer service about the same thing. There is an on/off switch just above the freezer ice bucket. Once turned off, it will cycle out the remaining ice in the freezer. Give it a day to completely cycle through. I left the bucket in the freezer and placed small frozen items in it.
