“I hooked this monitor up to my PC straight out of the box and the picture quality is crap. I made sure the output was 1080p and the ratio was 16:9 and all that is good. Is there something I need to do settings wise to maximize the picture quality?”

Unfortunately this is just a crappy monitor. Same results here. It's useless. It's getting replaced with another brand.
