“If you turn off the freezer ice making, do we still we get ice from the outside dispenser? What we want is ice from the dispenser always and ice in the freezer tray once in a while.”

Yes. We turned the internal ice maker off and the in-door ice maker continues to produce ice. The panel inside the fridge lets you set it on or off for either ice maker
