What service are you using for your TV programming? You can view closed captions on the LG 28 inch Class HD TV (27.5'' Diag), Model # 28LM400B-PU when the TV station provides closed captioned programming. Program closed captions work only on digital / analog broadcasts or external input. If you are using a cable set-top box from a cable service provider, make sure that you have Closed Caption set to On in the set-top box that you have connected to the TV as well...^IFV
