I have this sound bar and once the sound bar power is turned off the bar goes black as well as the sub woofer. Maybe you just have a glitch with your sound bar or need to exchange it.

This unit will turn itself off to save electric consumption when the main unit is not connected to an external device and is not used for 15 minutes. This unit automatically turns on by an input source : Optical, LG TV or Bluetooth. When you turn on your TV or an external device connected to this unit, this unit recognizes the input signal and selects the suitable function. You can hear the sound from your device. If you try to connect your Bluetooth device, this unit turns on and the unit will be connected to your Bluetooth device. To turn on this function, press and hold the information button on the remote control for about 3 seconds and press it once again while “OFF - AUTO POWER” is scrolled. To check the status of this function, press and hold the information button on the remote control. To turn off this function, press and hold the information button on the remote control for about 3 seconds and press it once again while “ON - AUTO POWER” is scrolled. ^CP

No, it will always be lit when the sound bar is active, although it should dim to a very low level a few minutes after any change is made to soundbar settings. I don't find it annoying. In my setup (connected using HDMI-ARC) the bar automatically turns off completely when I turn off the TV. The light on the back of the subwoofer is green when it is Bluetooth connected to the main soundbar and red when it is not, so when soundbar is off it will be red. When soundbar is turned on it takes a few seconds for it to re-link to the subwoofer, so bass doesn't come on immediately. Since light is on the back of the subwoofer I don't see why it should be a problem. If your bar is staying on even when TV is off you need to use a different connection method, like HDMI-ARC. Or maybe it only connects properly with LG TVs.
