Go to settings, accessibility, and select audio guidance. This will allow you to turn the voice guidance off and on as desired.

To use Audio Guidance Settings>Accessibility>Audio Guidance When the Audio Guidance is set to On, the TV will announce its current status (Channel, Volume) by voice. ^CP
