You can add more water by using the secondary function buttons on the right side of the control panel by holding the water plus button for 3 seconds but it has a max level that still looks shallow compared to none high efficiency washers.You can also use the deep wash cycle to get more water but this low water level is norma for these washers.They save water and still clean your cloths.

I found the bedding setting uses the most water.

I find the water level in the regular wash cycle options does not fully soak the clothes (or sometimes even get them wet), so I use the "add water" feature to all cycles. This also increases the washing time I believe.
The only other option is to pause the washer after it has filled with water and manually push the clothes down so they are submerged. Don't turn the machine off otherwise it will start from the beginning when you turn it back on.
