No just as in the wash cycle a high efficiency washer won't fill the tub.It only uses enough water to perform each cycle. The water plus feature only fills the tub to a certain max level which is still shallow compared to non high efficiency washers. Also note if you start in normal cycle and use the secondary funtion to get more water it won't fill the tub but it will add extra water to a max limit which may still look shallow but when you add this additional water to the wash cycle it automatically puts you in deep wash no matter what cycle you started in.
