“Just now hooking my new S70TR soundbar up. When I press the power button….it only gives a quick beep. Nothing else happens. Am I missing some start up step somewhere?”

The led on the soundbar switches from red to green/white when turned on, you can see the led on the woofer blink. Make sure the soundbar is plugged into the ARC HDMI port and your rear speakers have the ac and signal wires attached. Also check your soundbar settings on your TV.
