“Is it typical for this washer to not have the top of the load of clothes, etc to rotate/pull down/cycle to ensure a thorough wash? I just got my washer & dryer set about 2 days ago. I feel like it's not doing a good job at thoroughly cleaning my clothes.”

Yes, I've found the same issue. I like to use the Deep Wash cycle and it washes very well.
