• Yes it does. The caption button is located directly under the red power button in the upper left of your remote.

• The TV, by itself, doesn't have a captioning engine (will need a microphone, which I don't think it has either). But most of the services you will use (Netflix, Hulu, etc, and YouTube) all have CC services. Your Cable box should, too.
