• Yes my TV has the clouds to. I exchanged it and the new one had it to. Just have to calibrate a little better

• actually that is a problem with IPS panels, I have had several with that issue, and its kind of a luck of the draw sort of thing. I have the same tv as you and do not have light bleed or cloudiness in the blacks.
