There is a difference between signal strength and signal quality. Signal strength is just that, the digital channel power being received from the transmitter. Signal quality on the other hand is how much data in a digital data stream is able to be decoded without or with a minimum or errors. There reason for those errors are many and are varied from multipath/reflected signals, interference, substandard cabling, tropospheric ducting etc., You would need special tools like a Digital Field Signal Strength Meter that has a few different modes which are used to ensure the best quality signal. Modulation Error Ratio(MER) is the standard for measuring quality. An MER of 25db or better indicates a good quality signal. The higher the better...^IFV
