Is the bottom section a drawer, or just a cover panel? null

It is a drawer, it might not be as tall as some other ranges like my mum's. Yet it is still a drawer.

Range LSE4616BD has a Storage drawer at the bottom under the oven. ^Daphane

The bottom section is a drawer.

The refrigerator has both a pull out drawer of shallow depth and two bond below for vegetables and fruit The freezer also has a pullout drawer above the large divided pull out bin.
