Hi Joey.The USB ports on the LG 65 Inch Class UQ9000 PUD series LED 4K UHD Smart webOS 22 w/ ThinQ AI TV,Model # 65UQ9000PUD are USB 2.0ports and they will deliver 5V. Regrettably, we do not know the power requirements or specifications for your RCA to HDMI converter to advise you on whether or not you can plug it into the USB ports so you can use an RCA video cable with the HDMI ports on a TV.
