I didn't purchase this kit, but was told by the salesman that if I wanted this feature, I would need to purchase this kit. So to answer this question, you would need to hook it up to a water source

This model requires a water hookup to a cold water faucet using the included "Y" connector and hoses to enable the steam functions. Without a water supply connection, the steam features will not operate.

It doesn't silly. You need a water line. I went ahead and put int he water line, and honestly the steam is not that useful
