• You can use this dryer without water in the steam tray. I rarely use the steam tray, but use the dryer several times a week.

• Nothing bad, luckily. If one of the cycles you've chosen requires steam, a light will flash on the front panel indicating a refill is needed. Otherwise, the cycle continues as normal without issue. You can even start it on a Steam-specific cycle with no water at all.
