The machine does have a sensor to know when the right water temperature is reached.

It will use hot and cold water on the input (unless you choose "tap cold" in which case it is pure cold water). Most detergents define "cold wash" as a water temp of 60-degF, so the machine will mix the water to achieve that temp. If the hot water supply doesn't get the mix with cold up to that temp, the machine will heat it up. This is a very important function.
