The same question can be answered by answering the question...should your phone be charged when the battery is dead? If you wait until the battery is dead to charge the device, studies have shown make the battery last longer. But my personal opinion, if you think that the device isn't going to last you throughout the duration of which you plan to use the device, then charge it.

Best battery charging practices are usually not to let the battery drain completely, but as was already answered, battery technology has come a long way so that it is okay to charge the battery anytime. That memory effect that plagued older type batteries is not an issue for the internal battery...IFV
