“My clothes are always wam/steamy at the end of a cycle - including cold wash. What is the problem here? We have checked the hoses during the cycle and the hot and cold are functioning properly”

If yor hoses are connected properly and you have checked to make sure that the water coming out of your cold water tap is actually cold and check that the hoses aren't mis-labeled.
