“I see that it allows higher than 60hz over HDMI with Free-Sync off.. but I cannot find that setting anywhere. The closest thing I saw was Adaptive-Sync but even with that off, its stuck at 60hz.”

Potential bad video card driver install? Hitting 144hz and hdr with no issue here. Ddu has an option to eliminate installed monitors forcing windows to redirect them.
