• A range extender is placed somewhere between the router and the place where you want improved signal. As a simple range extender, you don't connect anything to it except power. (There are connections on the extender if you want a connection in that location.) In its location, the extender retransmits the router send/receive information on a new network ID. By default it uses the router ID appended by _EXT.

• If you mean wirelessly, then yes. That is what it is for. If you mean wired, then I'm not sure that would work. It is designed to connect to a wireless network and repeat (extend) the signal , as well as add wired connectivity with it's 4 ports.
