“I was told I need to upgrade the router DOCSIS to 3 or 3.1 - when I run my cable directly to computer I 100 mb when I run through this router it slows to 33 mb - is there an upgrade or do I need a newer router? Will it affect AC750 Range Boost?”

Your speed is slow. I upgraded my modem (Spectrum) and i'm getting on average, 420mb sec downstream, with the AC1900. (Wired ethernet) Before my modem was upgraded, I was getting slow speeds. Try doing a hardware upgrade. If that doesn't help, then a router that handles docsys 3 or 3.1 might be the way to go.
