Short answer, no. Long answer, this helps you connect to a preexisting Wi-Fi network. So if you had a home network or had your laptop out where there was free public Wi-Fi it could help you connect your computer or laptop to it. That way you didn't need to run cables, you could just connect to the Wi-Fi. It does not create any signal.
