Very doubtful you will be able to get credit as Jitterbug is extremely reluctant to issue a credit. Question two. Yes you can transfer. THE PROBLEM COMES IN IF YOU DON'T DO IT RIGHT.

They rarely give credit regardless of the reason and that is if you can even reach them. Secondly, you can transfer within the system but from one carrier to another it is difficult with Lively. I need to add that they have improved a great deal over the last year on complaints by so being acted on.
