“When making a call I can’t hear the other phone ringing while waiting for someone to answer. However once they answer I can hear them fine. This makes it hard to know if the phone is actually calling someone. Can you tell me how to fix this?”

Maintenance on a tower can typically cause what you are currently experiencing, but will be temporary not permanent.
