• As long as your phone is in service and you are paying for a plan that includes data, you can use the "built in" internet. Or you can use wi-fi at any time it is available to save your data. So the answer is both. I hope that makes sense.

• It has wifi, bluetooth and cellelar radios built in. It will use wifi for calls if within range and is setup. I use the wifi all the time while home and works as any other android phone.

• No, it does not have built in wifi. It operates as any other regular cell phone, off cell phone towers. When there is a wifi source, it can sign in to that, provided you have the correct password.
