Are you using the cable that came with the mouse? And the RGB could be a couple things one being it's shut off in the GHub software or you have another software controlling the RGB on the mouse.

On the PowerPlay mousepad I have noticed a deadband of about 20% before the mouse will start charging (doesn't start charging until the charge level gets down to about 80%). You can also check your lighting settings on the LIGHTSYNC screen, and your button assignments on the Assignments screen to ensure the Battery Level button is the one you think it is.
